Yes. Agents read and write in the language of your content. Multi-locale sites with hreflang are handled per locale, with signals reconciled separately for each surface so a French page is not graded against an English one.

Each website runs as its own workspace on its own plan, and every website you add after the first is discounted: if the new website is on the same plan as one you already run, you get 15% off that plan's price for the new website.
